Revised Tenderfoot requirement #9:
"Explain the importance of the buddy system as it relates to your personal safety on outings and in your neighborhood. Describe what a bully is and how you should respond to one."
Any Scout who did not have their Tenderfoot Board of Review by December 31, 2007 must complete this new requirement.

New First Class requirement #12:
"Describe the three things you should avoid doing related to use of the Internet. Describe a cyberbully and how you should respond to one."

New First Class requirement #11:
"Tell someone who is eligible to join Boy Scouts, or an inactive Boy Scout, about your troop's activities. Invite him to a troop outing, activity, service project or meeting. Tell him how to join, or encourage the inactive Boy Scout to become active."
The person you invite does not have to attend the meeting/activity or join the Troop. They do have to meet one of the following tests to be eligible to join Boy Scouts:
1) Be a boy who has completed the fifth grade, is at least 10 years old, and is under 18 years old; OR
2) Be a boy who is at least 11 years old, and is under 18 years old; OR
3) Be a boy who has earned the Arrow of Light Award, is at least 10 years old, and is under 18 years old.
Any Scout who did not have their First Class Board of Review by June 30, 2006 must complete this new requirement. BSA has a page to allow Scouts to complete this with an e-Card:

The set of short requirement instructional videos, narrated by boys of Scout age, are user friendly and highly informative. They allow Scouts working on the three ranks to see (and replay as needed) step-by-step instruction in such basic skills as how to pitch a tent, whip a rope, fold the U.S. flag, tie useful knots like two half hitches and a taut-line hitch, and perform the Heimlich maneuver.
